Receiving INS-20802 Error when upgrading Grid Infrastructure from 11.1.0.7 to 11.2.0.3 on last node

We are receiving and INS-20802 Error when upgrading Grid Infrastructure from 11.1.0.7 to 11.2.0.3 on last node in 2 node RAC cluster.  Here is an excert from the log:
