Departmental approval

I have been struggling with setting up dynamic workflow based on the department owner and corp approval limits.  Our procurement department would like to have the department owner approve and then based on the amount of the requisition, go to the highest level approval needed.  The corp approval limit is set at the employees positions.  Is this possible with approval framework?  We are on PeopleSoft 9.1.
