Siebel 8.1.1 install issue

I am installing siebel 8.1.1 and Our gateway is in Solaris SPARC 10 and siebel servers in Windows 2008 servers and we have install using compactable to 2003 server with 32bit version. While we configure siebel servers we are getting "C028 unable to connect to siebel gateway server" and gateway is up and running in different machine. My question is,
1. Can we install gateway in different machine and siebel server in different machine ?
2. If so, why we are getting the above error?
3. Our database is ready and I am able to connect using SADMIN & SIEBEL users.
4. We are installing 8.1.1 for our upgrade and If we install and configure siebel gateway and Siebel server in the same machine with no issues.
