Cost Based billing in Projects

Hi,

I am trying to test the following distribution rule in Projects Cost/Cost. However revenue is not getting generated.

I created the project with cost budget of $5000. I have funded the budget with $100000 and revenue budget got automatically created once I baselined funding. This is because the project has Baseline funding without budget option enabled.

After these setups I entered a cost expenditure of $1000 which got burdened to $1600 based on burden schedule and final accounted in GL. Now when i run PRC: Generate Draft Revenue for a single project I am getting the following message in the output of the report:
