RFI and RFQ in Purchasing - Sourcing

Hi,

We need to have a flow prior to purchase requisition where the users request for information and quotation to the buyer and then to the suppliers.

They can´t enter requistions with RFQ checkbox because they don´t know the price of the service, they are buying very specific services that don´t have prices availables.

Does Oracle Sourcing provide this feature? where the different users of the different departments can enter request of information to the buyer?
