PA: Cross Project User-View and PA: Cross Project User-Update profile options versus Key Members set

 Hi,
I am working on a customer that has the profiles PA: Cross Project User-View and PA: Cross Project User-Update responsibilities setup in Yes for ALL PA responsibilities. The client also use roles with the Control Allow as Project Member setup

As from the reading from the manual this will allow the user to view and update all projects information (projects, expenditures, etc) is correct my understanding that in this case (having the profiles setup in that way) makes not sense to define also key members?
