How create a new Operating Unit

 Hi
We need to create a new Operating Unit named "SISTEMAS"

We need to create a new organization on AR & OM modules, and therefore create the new responsabilities, but the issue is when i try to associate the new responsabilitie with the operating unit, because this haz not been created.
