US PAY: Employer matching funds do not count toward statutory deferral limits.

I am setting up employer matching contributions for a 457 deferred comp plan.  The employer contributions are not counting toward the statutory deferral limits.  What is the best approach for making the ER contributions count toward the annual maximum?  Should the fast formula be modified or should a new element for the ER contribution be created, instead of using the auto-generated ER element?
