Workflow error 'ORA-20001: OE_Fulfill_WF.Fulfillment' while booking a sales order

Getting the below error in the workflow while processing a sales order 

Error Message ORA-20001:
Error Stack OE_Fulfill_WF.Fulfillment(OEOL, 168024, 258353, RUN, E6,E22-1,E22-2,) Wf_Engine_Util.Function_Call(OE_FULFILL_WF.START_FULFILLMENT, OEOL, 168024, 258353, RUN)

Facing the above issue after Ship Confirming the sales order. The status of the sales order line is getting stuck in 'Shipped' instead of changing to 'Fulfilled'. This issue is only with the sales orders which has a single line in it.
 
Orders with multiple lines (more than 1 line ) with same item and customer are getting processed successfully to fulfilled status with out any workflow error.
