The project type of this project does not allow budget entry

When I tried to create a budget with budget type 'Approved Revenue Budget' under oracle projects (EBS version 11.5.10.2), applications popped up the message, 'The project type of this project does not allow budget entry'. However, if I chose budget type 'Approved Cost Budget', it worked fine. Any idea what set up is missing for the project?
