How to restrict to change the promotion qty in sales order?

Hi Experts,

I have a requirement. Please guide !!

We are using a promotional modifier. Suppose for 10Kg purchase of item X , 2Kg X will be free. I have implement the same and in order it is coming fine.

But user can change the promotional qty in sales oder. How will I restrict the same?
