Qatar Implementation

Hi,

We are having UAE and Oman implementations currently completed in our instance. We want to go for Qatar Imps now.Since Oman is not a seeded legislation, we have already used the Global HRMS Manager for Oman.I need few clarification:-
Do we need to rerun the Data Installer?
Is data Installer and HR Global one and the same?
If not do we need  to run HR Global again for Qatar?
Once View All user is created, which responsibility do I attach to this user since Global Super HRMS Manager is already in Use?

Plese respond to the above query.
