RLM - Not Authorized To Ship Reconciliation - Opinion Requested

Hello,
We would like your opinion on a suggested change requested in Bug 12928317.

The issue is very simple, at present Not Authorized to Ship (NATS) demand does not reconcile based on "Shipped Lines" or "Partial Shipped Lines".   The change would allow NATS demand to reconcile based on "Shipped Lines" or "Partial Shipped Lines".

Since this is a change in behavior, RLM Development would like feedback from existing customers.
