set value of parameter on basis of username/role

We have standalone instannce of BI Publisher Enterprise which uses the OC4J server shipped along with the BIP 10g software.

Scenario:

In a report,
We have a menu type parameter named p_discom containing four discom names.
Super user should be able to view all discom's data.
Discom user should be able to view only corresponding discom's data.
Data set is same for all discom and based on p_discom parameter.

Requiredment:
On the basis of username/role assigned is it possible to,
   1] set value of any parameter?
   2] show/hide/enable/disable any parameter?
