E1 9.1 localization guide

Hi!We are trying to deploy version 9.1 on windows servers and stuck on installing the Russian localization. We have searched all the documentation (like this and that) and we have not found instructions on how this should be done. Is this functionality released at all?
There is a similar situation with Standalone version 9.1 of JDE E1: In installation guide we have possibility to download version with localizations but only English version there. After installing standalone version of JDE E1 there are only some menus has been translated.
When we get access to the revised documentation and the appropriate filling of edelivery?
