Table rows breaking across pages

I have a custom report that has multiple tables on it.  The users don't want the tables to break across pages.  I have tried to control that using the word option of the table not breaking across pages and that doesn't work.  I created a SR with Oracle support and they recommended that I follow the steps listed here - https://blogs.oracle.com/xmlpublisher/entry/anatomy_of_a_template_i_fixed.  I followed these steps to see if that would fix my problem. I can't get my report to run and keep receiving this error - [032712_092828459][oracle.apps.xdo.common.xml.XSLTWrapper][ERROR] XSL error:
