Revaluation Journals even for nil balances

Hi Team

We have one of our instance running on 11.0.3 wherein we are finding one issue that when we run the Revaluation job..application create the revaluation journals even for those OU for which we have nil balance.

Can any body please think of the reason for such application behaviour ?
