Oracle R12.1.2 - Is there a way to lock down SR Workbench Visibility field?

Is there a way to lock down the Visibility field on the Workbench Tab on SR so that users cannot change it to be Private and/or Published?  We tried personalization, Display = False, but it triggers errors because it is a mandatory field which defaults "Public".   Update Allowed = False, keeps the user from updating an existing note status but I cannot figure out when entering a NEW note.  Ideas?
