FDM Automation Question - Export Files

I am working on an FDM Automation script and hit s small roadblock.  I am trying to figure out how the system knows what number to append to the file name when running the BLOCKPROC.ActExport function.  Initially I assumed it was applying an increment of the largest existing file however the file number being generated was 38 (DivisionName038.Dat) when a file name exists for that same Division with a number of 121.  Next I thought it was reading the max file number from the database, so I found the tDataArchive table in the FDM database.  Again this was a dead
