Unable to upload Custom templates via Siebel

I am currently using Siebel version 8.1.1 and BI Publisher version 10.1.3.4.1. BI Publisher has been integrated with Siebel. I am able to upload the vanilla templates in Siebel. But when i try to upload the custom templates via Siebel, I am getting the following error

BY checking the XMLP Report server log, i got the following information :

Please execute a query that returns at least one record or add a new record.(SBL-DAT-00215) (0x7500d7))
