Issues in uploading a Siebel Reports template whose size is 618 kb

I am facing a strange issue while uploading a Siebel report template of size 618 kb. I created the report name for the first time in Administration - BI Publisher Reports --> Reports Standard templates and uploaded the particular template. Sometime i am able to upload the template, but the required changes are not getting reflected. Other times, i am not even able to upload the template.
