Sourcing : how to manage occasionnal supplier for RFQ ?

Hi,

In Sourcing, please consider this case :

for one RFQ, you have 1000 candidates who want to participate. These 1000 candidates are not created yet in the system as suppliers. They don't exist in the system.

Must we create them as suppliers in the system,

or is there an other way to manage there responses without having them as suppliers, and create just the winner as supplier ?
