Workflow notification times (Sent & Closed) are different from notification BEGIN_DATE and END_DATE

we see different times for Sent time and Closed time on the email notification received by user.  WF_NOTIFICATIONS table shows different times.

difference is 4 hours

when i open the same notification in workflow administrator, i can see correct times.

how system populates these timings ?  I checked user preferences but not found any specific time zone (It is null) for this user
