Worker's Compensation Insurance Rates

Is there any documentation that substantiates what rate JDE (XE/8.0) uses for calculating workers comp when a rate does not exist in the W/C rate table for a given W/C code? In my past experience with World software...it defaulted ot the social security rate. Does anyone have practical experience with this? Thank-you.
