Assigning Service Requests based on Availability and Skillset of the Users based on Appointments

Hi,

We have a requirement that the Service Requests should be assigned to the users based on their Availability and Skillset.

The Availability would be based on the Appointments, wheather Users are free or engaged.

Any inputs would be really helpful.
