Question Regarding COM on 2008r2 (64 Bit Machines)

I have a question for the group. I have a web service that's making a call to Siebel using COM. (SiebelDataControl.SiebelDataControl.1). This code has been working fine on our 32 bit machines, but the behavior is inconsistent on 2008R2x64.

Probably about 50% of the time the control will create the application object, but then throw a 4096 error when trying to login with no error text. Has anyone run into any issues using COM installing to 64 bit machines?
