Locking data so that Admins can not make changes to data

I would like to know if you can lock down data so that admins can not make data changes.  We are not currently using process mgmt  (or workflow).  In HFM, I could lock down data which kept admins from making changes.  Right now in my planning application, I lock the cell in workspace, but it still allows me to change that data in Smartview. 

any thoughts??
