US PAY: Payroll element (deduction from the loan taken)

Hello!

We need  your help on how to setup the following scerio

1. there are a number of employees who got government education loan during their study. The loan amount given to employees differ from one employee to another.

2. The government the instructed all employers to deduct 8% of their basic pay until end of the loan.

3. we normally  consider number of installment to know the amount to be deducted. Now for this case we really do not know how to go about it as loan amount and their basic pay  differ from one employee to another.

appreciate your  help please !
