CM13 - Meeting Minutes Attachments problem

I have discovered that any attachment to a particular meeting minutes business item does not follow the email even when the "Include Attachment" button is checked.  Documents in the main attachments tab follow just fine.  But not the ones from individual business items. Any experience strength or hope on this?
