Currently on 7.7.2.8 Public Sector the advice points to go to 8.2.2 what is the best upgrade path

From reading this forum for Public Sector its best to upgrade to 8.2.2. Give that we are currently on 7.7.2.8 the support upgrade paths suggest that this must be a two stage upgrade. Either 7.7.2.8 to 7.8 then to 8.2.2, alternatively 7.7 to 8.1the on to 8.2.2. Can it be confirmed that is a two stage upgrade and which is best path to take.
