How to remove top position from hierarchy?

 Hi,
I have three level of PO hierarchy.

User>Manager>President

The top person is president.But i want to maintain hierarchy in two level.

User>Manger

I want to make top Manger and subordinate users instead of Top president.How can i remove the president from top or exclude from hierarchy?
