Clarifiation of OTN Development License

In the Oracle Software Investment Guide regarding Development License it states

1. Oracle software may be downloaded for limited development work via the Oracle Technology Network (OTN).

Question: What is defined as limited development work?

2. Customers who want to use any applications developed under an OTN license for internal data processing, commercial or production purposes must secure a Full Use Oracle license for any of the development software licensed under the OTN agreement prior to using the applications for such purposes.

Question: Does this statement mean that you need a Full Use Oracle license on the production system to use the 'developed software' or does it mean that before the 'developed software'  is put on a production system you need a
