Convert .mdf to .mdb - Migrating SQL to Oracle

I was given a raw .mdf file and tasked with importing it into SQL Server 2008. How do I convert .mdf to .mdb. As far as I have researched, which I can not even begin to express just how extensive my research has been, it's impossible. How can I use this .mdf schema and data that I was given?

On our Development server we can not touch the outside world at all, no exceptions, as this is a highly secured military working environment so connecting to the Oracle server from Development is not an option, hence the CD with the .mdf on it.
