How to accurately determine the impact of a patch

Patch experts. I've had a look on these forums and on MOS and everywhere else, but I can't find the answer.
How does one accurately identify the impact of a patch? I am particularly interested in patch: 4231929, of which i have the manifest. Do I have to go through each file on the manifest and determine if it will be affected? Is there a tool to do this?

Any advice appreciated.
