BU Burden Rules - When to select Rule 1 over Rule 2

Hello

We are in the process of determining if we want to change the default BU Burden Rule for all of our jobs to Rule 2 (Create T3 Burden and F0724).  Looking for feedback on why you would not want to create F0724 records every time and stick with Rule 1 (Create T3 Burden but not F0724).
