What is the connection from Material Transactions to Cost Layer in a FIFO organization

I know how to identify the cost layer on a receipt and with quantities on hand but is it possible to identify the cost layer for a sales order issue?

does the cost layer record disappear after it is complete consumed? Is the transactional cost the true cost of that layer?
