AWR reports are showing very low DB-time

Hi,

Context: rdbms 11.2.0.2. 1-hour AWR reports.

When viewing the section 'Top 5 Timed Foreground Events' the column '%DB time' normally adds up to appr. 100%.
Sometimes we see, that the sum of column '%DB time'  is very low, down to 20%.

What could be the cause of this?

(We have checked, that there are no Resource Manager plans active).
