ORA-27123 During Startup Nomount in 11G on AIX

Hope you are all doing great. I have an fast Inquiry here:
Hitting the following error on AIX 6.1 on startup:
This issue is discussed in note 733974.1, the solution is to change the TZ settings to the old style used in AIX 5.x
I just need to understand what is the relation between TZ and shared memory, how could changing the timezone be effective solving this issue?
I don't need solutions to this problem, I only need clarification of relation between TZ and shared memory
