Cancel save when new record saved

Gurus ,

I have a business requirement to not allow users to save Service request record with the status set to closed when a new record is saved, it should throw an error asking the user to save the record before the service request can be closed , I tried workflows but this is an enhancement.

Are there any workarounds ?? please advise.
