Content Item requires Translation - Proposals

in Sales, Marketing, and Territories Apps - EBS (MOSC) Question
When create a content Item for a Proposal, and I select a Base Language, after I publish the content item, I receive a WF message that the "Content Item...requires Translation".

Can these messages be disabled?
