Prerequisites for Quiescing a DB in 11g

Hello ,
In 9i, we used to have to start the DB with at least parameter resource_manager_plan set to "DEFAULT_PLAN" before trying to quiesce the DB.
In 11g my test seems to indicate that there exists no such prerequisite.
Is it true ?
