Oracle Restart upgrade from 11.2.0.1 to 11.2.0.3

We are trying to upgrade our stanalone Grid Infrastructure (oracle Restart) from 11.2.0.1 to 11.2.0.3.

I have runInstaller in Debug mode and found it is trying to run "crsctl query crs activeversion" and failing. instead it should have run "crsctl query has softwareversion".

The message on the OUI screen say installer could not detect owner for GI home.

Did anyone has performed standalone GI upgrade on Linux 86-64 bit from 11.2.0.1 to 11.2.0.3?

 I belive there is no seperate document or steps for oracle Restart . I am following same document published for upgrading RAC.
