R12 Upgrade-Internal Party Definition

Hi All
We are migrating to 12.1.3 from R11.5 .10. Can any one help me the following questions would be thankfull

1. What is the necessity for internal party definition?
2. how can i define internal party ( i need white paper or complete step by step setup steps)
