US PAY Q1 2012 patch creating PSD Whable for All the states, is this expected?

After the Q1 2012 patch# 13778886 , payroll process is creating run results for the following balances for all the
employees irrepsective of work/resident state (no employee is in Pennsylvania state). Is this expected? Will there be any issues with this?
