Cannot load OCI.dll

We are currently upgrading from P6 6.2 (build #:00001287) to P6 R8.2 PPM.  We ran the dbsetup to upgrade our database to 8.2 and it completed and finish.  Once we started P6 and went to configure the database updating the different fields we get the following:

"Bad public user name or password. Cannot load OCI DLL:  

My system is Windows 7 Enterprise x64 with 4 GB RAM and we have loaded Oracle 11.2 loaded.
