Reason Code on Ship Confirm?

Is there any way to enforce the entry of a Reason Code at Shipment Confirmation if the quantity shipped needs to be reduced?

(P4205 calls a version of P4210 where I have set the Audit Log processing option to 'Yes' and the Reason Code Required to 'Yes' but neither of these seem to have any impact when changes are made to the quantity shipped on a sales order at ship confirm)
