SCAN_LISTENER PROBLEM

Hi,
Oracle Version : 11.2.0.1
Operating System : Linux

After changing IP's in the DNS server the scan listeners are not working

OLD IP

192.168.8.117
192.168.8.118
192.168.8.119

New IP

192.168.0.117
192.168.0.118
192.168.0.119

Here is the output

I followed the step sin the metalink id 952903.1 and when trying to start scan and scan listener i am getting below error.
