Program Short Description not appearing in webform

Has anyone experienced a program short description NOT appearing in a webform in OnDemand Marketing? For this particular Program, no matter what webform I use with it, the Program Short Description will not show up in the webform. If I connect other Programs to those same webforms, the short description shows up fine, so I know it's not the webform branding template. I have rebuilt the Program multiple times and get the same result. Any suggestions?
