Upgrade from 11.5.10.2 to 12.1.3

Hi,

I would like to leverage any experience on this upgrade in US Federal environment.  Specifically, lessons learnt and issues encountered will be of great help.  We are upgrading for a Federal agency and would appreciate any information on this.
