Requisition not geting approved due to "accounting date is not in an open encumbrance period. "

Dear all,

 I am having an issue, when the requisition is approved by the final approver the following notification is generated . I changed the GL date from Distributions to an open period , but still I am facing the issue . please help me with this issue
